What can you do if a home owner refuses to show thier property even though it is listed with a realtor ?

Not much. The seller has no obligation to show (or even sell) the property with most listing agreements. They are usually only under most contract to ‘pay a commission’ when an acceptable offer is brought to them. I have, in the past, made an offer on a property ‘subject to seeing it’ & then have that presented to the seller (through listing agent of course). This is somewhat risky but, can get you moving forward.
